Following consultation in summer 2025, we are continuing to develop the plans to restore and refurbish the buildings, returning the former student accommodation to their original use as high-quality residential homes. We are continuing to work with the Royal Borough of Kensington and Chelsea (RBKC) to make sure the plans meet all of their requirements and are sensitive to the historic buildings and their setting.
We are starting to prepare our planning application and as part of this, we will need to develop a draft Construction and Traffic Management Plan (CTMP).
What is a CTMP?
The CTMP will typically include the proposed routing of demolition and construction traffic, allowing vehicles to safely enter and exit the site, as well as vehicle access hours, and any temporary restrictions.
Our proposed CTMP
Our intention is to carry out the refurbishment of the buildings in two phases.
- Phase 1: Bernard Sunley and Fisher Hall.
- Phase 2: Southwell Hall, Holbein House, and Willis Jackson Hall.
We have been working with a specialist logistics company to advise us on the best way to manage activity and will be submitting two plans to RBKC – one for each phase – for their consideration.
Phase 1 (click here to view the plan): proposes two vehicle loading areas on the North-South section of Evelyn Gardens to serve Bernard Sunley and Fisher Hall respectively, located adjacent to the associated gardens to facilitate easy access to the rear of the buildings. This would require parking suspensions.
Phase 2 (click here to view the plan): proposes a vehicle loading area on Fulham Road, adjacent to the rear garden entrance to Willis Jackson Hall, requiring the temporary relocation of bus stop HH to the east.
We are also proposing the following traffic management options across both phases:
On-street pit lanes to manage deliveries, while maintaining sufficient passing space for local traffic.
Traffic marshals to safely manage all vehicle movements and potential conflicts with pedestrians, cyclists and other road users.
Delivery hours to be restricted to between 9.30am and 4.30pm.
Working hours to be agreed with RBKC in advance and comply with their standard approach of Monday to Friday 8am to 6pm, with no noisy works permitted at weekends or Bank Holidays without prior approval from RBKC.
All deliveries to be booked in via a Delivery Management System (DMS) to ensure the efficient coordination of vehicle arrivals and to minimise congestion on surrounding roads.
Construction vehicle routes to be agreed in advance with the Council.
Maintain access to residential properties on Evelyn Gardens throughout.
Maintain pedestrian routes along Evelyn Gardens and Fulham Road.
