Construction Management
We recently consulted local residents on a draft Construction and Traffic Management Plan (CTMP), which will accompany the planning application.
Thank you to everyone who provided their feedback and questions. We have provided responses to the questions we were asked below.
To help shape the draft CTMP, we appointed a specialist logistics company to advise on the most effective way to manage construction activity and to minimise disruption to local residents and traffic.
Your comments will be considered as we prepare the final CTMP with the contractor. This will be finalised once planning permission has been granted and a contractor has been appointed. At that stage, we will carry out further consultation so residents are clearly informed about how the works will be managed and have the opportunity to comment on the detailed plan.
What is a CTMP?
The CTMP will typically include the proposed routing of construction traffic, allowing vehicles to safely enter and exit the site, as well as vehicle access hours, and any temporary restrictions.
Next steps
We are continuing to work with the Royal Borough of Kensington and Chelsea (RBKC) to make sure the plans meet all of their requirements and are sensitive to the historic buildings and their setting.
We are now preparing our planning application and the documents required for submission to RBKC.
We are aiming to submit the planning application in the Spring, subject to concluding all our discussions with RBKC.

Response to CTMP consultation
Please find below our responses to key questions raised during the CTMP consultation.
Construction traffic and routing
What type of vehicles will be used to deliver materials to site and how many daily deliveries are anticipated?
A mix of vehicles will be used during construction, ranging from 10m in length to standard sized vans. The number of deliveries a day will vary throughout the programme, however, it is envisaged that there would be no more than 2-3 per hour on peak days.
Can the traffic routes be changed?
Roland Gardens provides a direct route from Evelyn Gardens to the strategic road network via Old Brompton Road. Due to the location of the site and proposed strategy, this is considered appropriate but can be kept under review and will be discussed in more detail with RBKC.
Where will the bus stop on Fulham Road be relocated?
The bus stop is proposed to be relocated approximately 80m east of the existing position, on Fulham Road, between the junctions of Evelyn Gardens and Cranley Gardens.
Pedestrian safety
How will you ensure pedestrian safety and maintain safe crossings and pedestrian routes throughout the construction work?
Signage will be in place to inform pedestrians of construction work, with footpath diversions also clearly signposted and barriers to prevent access.
How will you maintain emergency access to nearby St Teresa’s Care Home and for residents?
In the event emergency vehicles require access, construction vehicles would be instructed to move and banksmen will be available to assist. A minimum 3m clear carriageway space will also be retained past the proposed vehicle loading areas to maintain clear vehicular routes.
Will parking bays, including metered spaces, be suspended?
Yes, we will need to suspend some parking bays adjacent to the site to facilitate loading and unloading, though we will endeavour to keep this to a minimum.
Some of the metered spaces are required to facilitate the works to Bernard Sunley Hall.
Residents will be advised in advance of any suspensions.
Where are residents expected to park? Will parking suspensions push people into surrounding streets?
Parking will still be available along Evelyn Gardens and surrounding roads. Given the modest extent of the parking suspensions proposed, it is unlikely to impact parking on surrounding roads.
Will there be contractor parking?
No. Contractors will be encouraged to travel by public transport or other means. Should a contractor require a vehicle, they will be asked to unload within the loading area and then park locally within private or pay and display bays.
Programme, phasing and engagement with neighbours
How long will each construction phase take?
The construction programme is subject to change and is dependent on the scheme getting planning permission.
However, we estimate that Phase 1, which covers Bernard Sunley and Fisher Hall, is likely to start in the second half of 2027. This phase should take approximately 24 months to complete.
Phase 2, covering Southwell Hall, Holbein House, and Willis Jackson Hall, will commence after the first phase has been completed and is currently projected to take 24 months.
Will phase two use the same construction and logistics as phase one?
No, the different locations of the phases require different arrangements. Phase 1 will be delivered via Evelyn Gardens, whereas Phase 2 will be delivered via Fulham Road.
Will there be crossover between the completion of phase one and the start of phase two?
Crossover between the two phases of construction is not planned at this stage.
How will the contractors communicate to us about disruptive activities?
Engagement will continue with neighbours throughout the delivery phase to ensure residents are aware of key activity. Residents will be able to sign up for regular updates on the works, attend construction meetings and receive newsletters.

Residential amenity
How will you mitigate disruption to neighbours, including noise and air pollution?
Our intention at all times will be to carry out the works with respect for our neighbours.
Measures will be in place to monitor air quality throughout the construction programme and minimise any effects where necessary.
What will be the working hours be?
Working hours will be agreed with the Council in advance and will comply with their standard approach of Monday to Friday 8am to 6pm, with no noisy works permitted at weekends or Bank Holidays without prior approval.
